No — they are distinct frameworks that complement each other. The TGFEP are non-binding guidelines enforced through work pass restrictions and MOM investigations. The WFA creates legally enforceable obligations and gives employees the right to bring direct civil claims. The TGFEP remains in force until the WFA takes effect and continues to cover broader fair employment expectations beyond the WFA's 11 protected characteristics.
