Employment Hero HR and Employment Hero Payroll are two separate products underneath, two plans, two prices, two subscriptions, per their own help centre. And across their Singapore site and help centre, we could not find Foreign Worker Levy described as a product capability anywhere.

Employment Hero does not lose Singapore customers because the product is bad. Reviewers rate it highly, 495 G2 reviews tag ease of use as its top strength, and 95% of reviewers give it four or five stars. The two things that send Singapore teams looking elsewhere are more specific.

Two products, one seam

Employment Hero HR and Employment Hero Payroll are two separate products: two plan ladders, two per-employee prices, two monthly minimums, two subscriptions, two cancellation flows. Their own help centre splits which data lives where, personal details and leave entitlements sit in HR, pay categories and pay runs sit in Payroll.

Employment Hero's own Singapore pricing page lists each product on its own ladder. HR Platinum at SGD 10 plus Payroll Premium at SGD 8 gives the SGD 18 combination.

Everything on the HR side rates 4.3 or higher. Everything on the Payroll side, including tax compliance, rates 3.6 to 3.8. One G2 reviewer described the seam directly: "Logging leave through EH work app does not appear in EH Payroll backend. Have to approve leave in multiple areas."

Foreign Worker Levy, not found

SDL is worth being fair about, Employment Hero's help centre documents it as a fully automated calculation, they simply don't market it. FWL is different. Across their Singapore site and help centre, we could not find it described as a product capability anywhere, checked 21 August 2026. For a Singapore team with work-permit or S Pass holders, that's worth confirming directly with Employment Hero before you sign.

Support and implementation, in reviewers' words

Two Employment Hero customers left low ratings on G2 in 2026 and pointed at support. A reviewer in New Zealand rated it 1.5 out of 5 and wrote that "the support to date is vastly inadequate." A verified user in telecommunications rated it 2 out of 5 and wrote that implementation support "was practically non-existent through their appointed project support team." 2. Deel

Best for: A Singapore HQ that is already hiring outside Singapore, in a mix of employees and contractors, and wants one system for all of them.

Deel positions itself around paying every worker type in every country from one platform, across 150+ countries. For Singapore specifically, it offers both an own-entity route (Global Payroll) and an EOR route for companies without a local entity, and names Singapore's employer contributions directly: CPF at 17% plus a Skill Development Fund at 0.25%, for an estimated 17.85% total employer cost.

Its own site does not name Singapore specifically on the pages we reviewed, so Singapore payroll coverage is worth confirming directly with Rippling before you sign, we can't assert it either way.

The honest limitation: reviewers describe pricing as hard to predict, with unexpected fees, and combined with the unconfirmed Singapore payroll position, a buyer whose primary requirement is local statutory payroll has more to verify here before committing.
